In these two pieces
of legislation are contained both the consignor's
and the carrier's responsibilities for any
movement of hazardous material. The consignor's
duties are primarily the correct identification
and containment of the material. The carrier's
duties are concerned with correct loading and
unloading, the carrying of documentation, safety
equipment and training.
The 1996 carriage regulations were replaced early in 2004 by the above two documents.
